Look for ivysettings.xml file in project root copying the behavior of ivy ant task

      Description

      The ivy ant task by default looks for ivysettings.xml in the same location it looks for ivy.xml. See: http://ant.apache.org/ivy/history/latest-milestone/ant.html
      It would be good if IvyDE would show a similar behavior, greatly reducing configuration differences between IvyDE and Ant Ivy.

        Great idea Kevin. Now when creating a container and if there is an ivysettings at the root of the project, it get automatically configured.
