[IVY-1209] Uptodate checking for Maven snapshot does not take build number into account.

Description

When Ivy checks if their is a newer snapshot in the remote repository, it check only the timestamp, not the build number. So if the timestamp is the same, the newer snapshot is not retrieved. This is not a very common scenario. But I have run into it when doing integration tests and publishing in fast frequency to a local repo.

I have attached a screen shot of my repo structure where Ivy is not retrieving the newest snapshot.
