[IOTDB-931] Enable inputing a part parameters in CLI

Description

When we starting cli using ./sbin/start-cli.sh , It will use the default parameter of -h -p -u -pw.

 

However, if we try to add some config such as -disableISO8601 or -c, we need to add the -h -p -u -pw at the same time, which is a bad experience.
