[Distributed] A non-blocking snapshot should be brought up

    Description

      Now when do take snapshot operation, we should block the application operation to make the snapshot consistent with the log manager's commitIndex and term, which may take a long time, which may cause the other operations timed out when doing snapshots.

      A non-blocking snapshot should be brought up.

      Any ideas are welcomed.
