[IOTDB-2020] iotdb-engine.properties doesn't take effect

Description

In current IoTDB, if we uncomment the 

chunk_timeseriesmeta_free_memory_proportion=1:100:200:300:400

and don't uncomment

max_deduplicated_path_num=1000

server will throw exception while starting and all the following config changes will not take effect.
