[IO-815] XmlStreamReader encoding match RE is too strict

Description

The RE for matching encoding strings was tightened up in 2.14.0.
Whilst the RE still matches canonical encoding names, it does not match some aliases.

For example: '437', 'ISO_8859-1:1987' and 'ebcdic-de-273+euro'
