Request case insensitive file name filter

      Description

      For windows environment, file name is case insensitive. Although it is not difficult to implement, it is convenience if the commons io includes such a filter, especially for file name suffix filtering.

        The NameFileFilter[1] already includes case sensitivity as a feature - there are constructor variants which take an IOCase[2] parameter - providing "case sensitive", "case in-sensitive" and "system dependant case sensitivity" file name matching.

        I have added the same facility to PrefixFileFilter and SuffixFileFilter[3]
