Rename Proposals to something else, add more how to get in information

    Description

      The current proposal top level menu item is good, but lacks some useful information. Instead of being called proposals, maybe call it "Becoming an Apache Project" and include some information:

      • Proposal process
      • Update entry to give a higher level how it works
      • Include docs on SGAs, IP Clearance, when each is needed
