Description

IMPALA-9484 adds the initial support for reading full acid tables. However, it breaks in LocalCatalog mode.

Reproduction
Launch impala in LocalCatalog mode, create a full-acid table and use it:

create table my_tbl (id int) stored as orc tblproperties('transactional'='true');
show create table my_tbl;
ERROR: IllegalStateException: null

select * from my_tbl;
ERROR: IllegalStateException: null

Got the stacktrace in logs:
