Automatically cap pre-aggregation memory consumption to match estimate

    Description

      IMPALA-2945 tracks some issues with preagg estimates. One option to get estimates to match actual memory consumption is to cap actual memory consumption. IMPALA-9530 adds this mechanism controlled by a flag.
