Description

Once IMPALA-3223 is complete, we should ensure that internal Cloudera processes can use the upstream ASF Impala repo, perhaps by making https://github.com/cloudera/Impala a mirror.

I suspect the work for this can start even before IMPALA-3223 is complete.
