The bug fixed by https://github.com/cloudera/Impala/commit/798007bef8a56e36f2d8e0d058ca820e15bb6ade should have an io mgr backend test that exposes it. I don't think it's even possible to expose it without 0-length scan ranges (http://gerrit.cloudera.org:8080/#/c/711/), but even the test added in that patch doesn't expose this bug. I think we may need to mix empty and non-empty scan ranges in order to expose it in a test.
