Description

When a query attempts to request resources from Llama that exceed the limits of the resources available to the NodeManager on that node, the query will fail, but for some expansion requests (e.g. CPU expansions and many memory expansions as well) the resources will not be necessary for the completion of the query so the query should not fail.
