SQL: Revert and reopen lazy flag optimization (IGNITE-9171)

    Description

      Benchmarks revealed very serious performance drop. We need to rollback IGNITE-9171 and IGNITE-9864 (dependent) for now.

      Both tickets should be reopened, performance drop should be investigated.
