Description

Steps to reproduce:

1. Start a node
2. Activate the cluster
3. Deploy a service
4. Deactivate the cluster
5. Activate the cluster

Service is getting cancelled after the step 4, but not coming back after the step 5.

Test class with a reproducer is attached.
