Description

Motivation
Under the IGNITE-23438 track we need to specify the reset timeout in HA mode.

Definition of Done

• New partitionDistributionResetTimeput system distributed property introduced.
• partitionDistributionResetTimeout must be > 0 - validation must be implemented.
• The actual value of configuration must be available from DistributionZoneManager
