Description
We have an idea why NPE happens in https://issues.apache.org/jira/browse/IGNITE-23132, seems like LastLogIdClosure from org.apache.ignite.raft.jraft.storage.impl.LogManagerImpl#getLastLogId is completed when LogManagerImpl.stopped, so org.apache.ignite.raft.jraft.storage.impl.LogManagerImpl#offerEvent leads to completing LastLogIdClosure with RaftError.ESTOP and org.apache.ignite.raft.jraft.storage.impl.LogManagerImpl.LastLogIdClosure#lastLogId is not set. To check that, we want to add some logging and monitor TC.
