Change default DelayDuration to 500ms

    Description

      When executing a DDL, we must wait for DelayDuration+MaxClockSkew. DelayDuration for small clusters (which will probably be the usual mode of operation) does not need to be long, so it makes sense to lower the default from 1 second to 0.5 second.
