Description

ignite recovery restart-partitions --nodes <nodeIds> --zone <zoneName> --table <tableName>
[--partitions <partitionIds>]
--partitions - empty/missing means all partitions.
--table - temporary parameter, we will need to get rid of it after implementing the collocation of tables in one zone.

In target state we will also have option "purge", but logic for it is in backlog
