Description

PartitionListener and PartitionReplicaListener have the storage cleanup code duplicated, any change to it should be introduced in both places.

Implementation details
There is already a StorageUpdateHandler that was created to reuse the storage access logic.
The storage commit cleanup should be moved into this class from both *Listener classes.
