Check and slightly refactor the validation of tables in the catalog

    Description

      We need to make sure that all validation for tables is present in the catalog.

      Slightly refactor the code related to validation, for example, move validation methods to CatalogParamsValidationUtils and tests related to it in CatalogManagerValidationTest.
