[IGNITE-19315] Validate node configuration on node start

Description

After the changes made in IGNITE-19152, the configuration validation is no longer performed on node start (see ItSslConfigurationValidationTest).

It's not clear where the validation should be applied, as it could be either in ConfigurationChanger or LocalFileConfigurationStorage.

Additionally, we need to write more tests to ensure that the validation works as expected.
