Description

Cluster must have a property for 'DelayDuration' (the name is discussable). It is same thing as DD, see https://cwiki.apache.org/confluence/display/IGNITE/IEP-98%3A+Schema+Synchronization#IEP98:SchemaSynchronization-Waitingforsafetimeinthepast

1. The property must be defined on all nodes that are in the logical topology
2. All nodes must have the same value of this property
3. The property value cannot be changed during the lifetime of the cluster
