The link to the developer mail list is incorrect and redirects to the user list instead.

Open https://ignite.apache.org/our-community.html and go to the "Ask a Question" section.
Scroll to "For Contribution Related Questions And Discussions" and click on the "Archives"
The right link is the following: https://lists.apache.org/list.html?[e-mail]
