Remove outdated ignite system cache (utility cache)

    Description

      After removing the legacy service grid implementation [1] there is no need to keep ignite utility cache that was used by it. However, it is still possible that some of Ignite plugin implementations still use the ignite-sys-cache they should be updated to use the metastorage instead.
