[IGNITE-15975] Snapshot restore should wait for the index rebuild prior to releasing future

Description

Currently, the snapshot restore procedure doesn't wait for the indexes to be rebuilt (rebuild procedures will be finished asynchronously). We should improve this behaviour that way - restoring cache groups will be available to the user only after all the indexes will be rebuilt (add a system property to control this behaviour).
