[IGNITE-15521] Apache Ignite must be shipped with the snapshot management scripts

Description

All the scripts must be executed locally on each server node, so it is required to use some manager script that will do such actions on each node (e.g. ansible, or centralized shell).

The following scripts are required:

• shell scripts to restore a created snapshot on the switched-off cluster
• shell scripts to perform transformations of created snapshots
  • change the consistent id of some nodes
  • changing cache configurations (number of backups, cache group names)
• moving created and stale snapshots to external storage (e.g. NAS)
• copying created snapshots from external storage to the provided cluster.
