Description

Update IgntionImpl with code that will

• Add distributed root keys.
• Bootstrap distributed configuration.

UPD#1

The issue is no longer relevant, because tables were moved from configuration to catalog. Thus, it's not possible to bootstrap cluster with tables thought configuration. The corresponding test should be removed.
