[IGNITE-13517] Disable travis build until Ignite nightly snapshots packages are published

Description

Disable travis build until ignite nightly snapshots packages are published. This is causing build failure for travis CI since travis is unable to pull the required dependencies.

 
We used to publish nightly packages earlier in the apache snapshot repository but we are no longer publishing the packages.
