[IGNITE-1184] control-center-agent: User should be able to store JDBC drivers to specified folder

Description

1.) Add configuration property "driversFolder"
2.) Add remote method availableDrivers() that returns all jar from drivers folder.
3.) DBExtractor#extractMetadata() should use drivers folder as current directory is jdbcDriverJarPath is non-absolute path.

Note: By default $AGENT_HOME/drivers is used as drivers folder. AGENT_HOME is a folder where agent.1.4.1.jar is located.
