    Description

      New event EVT_CLUSTER_ACTIVATION_FAILED should be added.

      The fail event should contain information about the cause of the failure. If needed, a new class for this event should be introduced.

      Let's add handling of non-critical events to FailureHandler, one of which is failed cluster activation, meaning that PME happened successfully and caches started but some auxiliary processing like services threw exception.
