[HUDI-6390] COW table reads partition spec from file instead of file path

Description

COW table reads partition spec from file instead of file path (when the table is not in hive style partitioning). Also it will be good to unify the way of partition specs generation for both COW and MOR table types.

I've already fixed it and made pull request, please assign this ticket to me.
