[HUDI-4501] throw exception for "restore" when "hoodie.archive.beyond.savepoint" is enabled

Description

When archival beyond savepoint is enabled, we can't support "restore" for now. More details can be found at https://github.com/apache/hudi/pull/5837#issuecomment-1188738457

 

Until we fix it properly, lets atleast throw an exception when someone tries to do a restore when this config is enabled.
