[HUDI-3556] re-use rollback instant for compaction and clustering

Description

if a rollback of compaction/clustering failed, we need to re-use the same rollback instant when re-attempted to rollback. 

 

This will ensure we don't leave any pending rollback instants in timeline. And will ensure metadata liveness.
