[HUDI-2004] Move KafkaOffsetGen.CheckpointUtils test cases to independent class and improve coverage

Description

Currently KafkaOffsetGen.CheckpointUtils test cases are present in 

TestKafkaSource which starts up hdfs, hive,zk service locally. This is not required for CheckpointUtils test cases, hence should be moved to independent test case of its own

 

Also, .CheckpointUtils.strToOffsets and CheckpointUtils.offsetsToStr are not unit tested currently
