Description

According to https://tools.ietf.org/html/rfc7617#section-2.1, there is now a charset param which can contain UTF-8 if present. Our scheme impl completely ignores this.

If this is supported, the value should take precendence over org.apache.hc.client5.http.impl.auth.BasicScheme#charset.
