[HTRACE-197] htraced build: set RUNPATH if possible

Description

It would be nice if we could bundle libleveldb.so and libsnappy.so in the same directory as htraced, and have these versions get picked up. This would avoid conflicts with other library versions on the system. We can do this by setting the RUNPATH to $ORIGIN/.
