use PROJECT_HOME for relatives paths

    Description

      When i create a new workflow then i save it. 

      After that i add a new pipeline to the workflow. I expect it uses PROJECT_HOME  as relative path to refer the pipeline instead of use, by default, the absolute path. 

      This is useful to work with different envirovements.
