[HOP-3451] Log disappear from Hop GUI if updating a project/environment while Hop's running

Description

We started a long running process from Hop GUI and while the process is running we changed either a project or an environment configuration attribute.

After the project (or environment) were modified, hop gui tries to reload project (or environment) configuration. The results are:

1. The log in the hop gui for the running process resets and log window become empty

2. The process hasn't stopped and the log is visible only from the console

This is very annoying. Solution could be to prevent a process/environment change whenever some parts (pipelines or workflows) are excuting.
