[HOP-2486] Picking "Create hop" eventually brings up action picker again

Description

As a developer, when I create a hop and then click on an empty bit of the canvas, I'd like the action picker/HuD to show again so that I can pick the next transform. (As opposed to first picking the next transform from the action HuD and going back to previous transform and picking the "create hop" option).
