[HOP-2361] Hop About Box opens too small.

Description

The new About box when viewed on Windows 10, opens the first time with a reasonable size.  It looks good.  When I launch hop the second time, the About Box opens up about 1/4th the size that it should.  Resizing is not remembered at all.
