[HOP-1852] Environments: Change UI behavior in case the base folder doesn't exist when creating

Description

When we create a new environment we need to type in a base path.
If the user made an error in the path the user should be notified before the environment is created or edited.
We should ask the user at the same time if the base path needs to be created.

Also also: add a browse button in the dialog.
