[HOP-1851] Environments with tilde in filename are created in unexpected place on *nix systems

Description

When a path starting with a tilde is used as ENVIRONMENT_HOME in the "Environment Dialog" the environment folder is created in the Hop basedir with a folder name '~'.

E.g. Hop is installed in /opt/hop and one uses ENVIRONMENT_HOME=_{/testenv you will get '/opt/hop/}/testenv'

This seems unconsistent, because tilde can be used in the standard file dialog.
