[HOP-1655] In Pipeline and Workflow screens the select action dialog box cannot be moved around the screen or resized.

Description

Whenin the Pipeline canvas or the Workflow canvas and the 'Select the action to execute....' dialog is opened, it cannot be resized or moved in the normal click and drag manner.
Resize handles show as expected at edges and at corners but clicking on them causes the dialog to close.
Similarly, clicking in the top bar to drag it to a new position causes the box to close.
