      alter exchange should be implemented accord to document in https://cwiki.apache.org/confluence/display/Hive/Exchange+Partition. i.e 

      alter table T1 exchange partition (ds='1') with table T2"

      should be (after creating T1@ds=1)

      moves the data from T2 to T1@ds=1....
