[HIVE-27011] Default value of PartitionManagementTask frequency should be set to higher value

Description

Default for "metastore.partition.management.task.frequency" is 5 mins, less than ideal for Prod scenarios.  When there are a large number of databases/tables, it takes a lot of time for PartitionManagementTask to scan all tables and partitions and doesn't complete within 5 mins.
