[HIVE-24803] WorkloadManager doesn't update allocation and metrics after Kill Trigger action

Description

At present after the query is killed following metrics are not updated by Workload Manager

1. numRunningQueries
2. numExecutors

Also, The WorkloadManager doesn't add update the pool allocations after the query is killed i.e. poolsToRedistribute doesn't contain the pool name for which the query is killed.
