Description

1. Read lock should suffice for "notifyStarted()".
2. Locking in "allocateTask()" can be optimised.
3. Optimize preemptTasks() & preemptTasksFromMap(). This would help in reducing the codepath with writeLock. Currently, it iterates through all tasks.
