[HIVE-21769] Support Partition level filtering for hive replication command

Description

1. User should be able to dump and load events satisfying a filter based on partition specification.
2. The partitions included in each dump is not constant  and may vary between dumps.
3. User should be able to modify the policy in between to include/exclude partitions.
4. Only simple filter operator like >, <, >=, <= , ==, and, or against constants will be supported.
5. Configuration – Time Interval to filter out partitions if partition specification represents time (using ‘with’ clause in dump command). – Will not be supported in first version.
