Scale down stats for plan when DPP/SJ is applied

    Description

      Currently, this scale down only happens for TS itself when SJ is applied (HIVE-20775). It would be better to implement an approach that applies the reduction to the TS operator for DPP/SJ and propagates the complete stats over the plan accordingly.
